In TSB 14-076 Honda states that excessive play in the power tailgate arm causes the rattle on rough roads. In my case the play in a new and old arm were almost identical. Make sure to unplug parts before applying power directly. Also, maybe at this point, better test the old part that is off the car. The tail gate system should have multiple sensors, such as pinch and "extra resistance". With a proper diagnostic tool, you should be able to see values reported to ECU for those sensors.
