I was watching an old angry turtle video, and he was giving away an excavator armor with a jetpack. He also said that at one point you could skin them onto the excavator armor. So I would assume it's to prevent any weird bugs till it's a little longer in the tooth. Also congrats on the power armor. I'm 6 levels away from the helmet myself.
